Project Background

As CRS works through local church and non-church partners to implement its programs, strengthening and building the capacity of partner organizations is fundamental to the work of CRS. CRS re-established presence in Nigeria in 2000 and currently focuses on health, vulnerable children, agriculture, extractives and governance, and peace building programming.
- CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). In Nigeria, CRS has been a Co-Principal Recipient (PR) for the Global Fund Malaria grant since January 2017. As a Co-PR, CRS partnered with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to coordinate and implement the 2017 long lasting insecticidal nets (LLIN) mass campaigns in 6 states. CRS also supervised and supported a range of malaria treatment and prevention services at the state level.
- For the current Global Fund Grant Cycle 7 (2024-2026), CRS will continue to provide oversight to the 3 SRs (Society for Family Health, Management Sciences for Health, and Malaria Consortium) and will work closely with all stakeholders to scale up the implementation of life saving interventions and improve access to quality malaria services in the 13 GF supported states.
Summary and Purpose of the Consultancy
- The Campaign Technical Assistants Team (CTAT) structure was established to support states with the planning and implementation of the SMC-ITN Campaign. The CTAT play a critical function for the initial mass distribution campaigns, a role focused on planning, facilitation, capacity-building, monitoring, data management and reporting during the campaigns. The ICT4D Unit is tasked with the responsibility of developing, planning, coordinating, and implementing the use of Information and Communication Technology for SMC-ITN Mass campaign in Nigeria. This involves the use of android mobile devices, fingerprint scanners, solar chargers, and other peripherals to execute SMC-ITN mass campaigns. The CTAT will support a broadened state structure for the integrated campaigns. ICT4D CTAT is composed of four (4) or more persons.
- The purpose of the consultancy is to provide state-level technical assistance and oversight on the use of ICT4D for the successful implementation of integrated Seasonal Malaria Chemoprevention (SMC) and Insecticide Treated Nets (ITNs) mass campaigns. S/he will provide training, device provisioning and distribution, and technical support in the integrated mass campaign state.
Objectives of the Consultancy
- To provide technical support to all campaign implementers on the use of all ICT4D tools required and the Bring your Own Device (BYOD) strategy.
- To ensure effective knowledge dissemination on the use of ICT4D through trainings of SMC-ITN mass campaign implementers in selected states.
- To monitor the use of digital android devices, fingerprint scanners, and token tracking system to carryout household/beneficiary registration and ITN distribution at the various designated locations.
Main Tasks / Deliverables
Technical Support:
- Provide tier 2 level real time support on android devices during trainings and activities on all submitted requests.
- Manage, resolve, and close all field support requests on the use of the ICT4D applications, database, dashboards, and digital tools during implementation.
- Generate, export and Interpret GIS Data to campaign monitors and LGA/Ward level campaign staff to ensure 100% universal coverage.
- Administer biometric time and attendance tracking profiles and sequence of campaign personnel during trainings.
- Manage campaign personnel changes and capturing of update on the ICT4D platform to ensure efficient printing and delivery of badges for training and activity authentication.
- Provide monitoring and supervision guidance on identifying household-level GIS information to Training and Technology Administrators (TTAs).
- Provide daily coverage details from the ICT4D platform to inform monitors and ward supervisors on mobilization coverage rate, SPAQ administration coverage and net redemption rate during SPAQ administration/household mobilization and ITN distribution activities.
- Provide effective compliance with the ICT4D Strategy business processes.
- To provide required technical guidance to ward supervisors, household mobilizers and distribution teams on the use of the android devices, solar chargers, and the RR application.
- Identification and detection of anomalies during SPAQ administration and E-token distribution and redemption using the real-time monitoring feature of the dashboard as per coverage area of assignment.
- Data collation and management for daily identification of inconsistencies based on generated reports.
- Ensure daily review of campaign processes from the ICT4D dashboard to LGA and State teams.
Device Provision, Distribution, and Inventory:
- Ensure distribution of ICT4D tools to campaign staff following the distribution mechanism.
- Update device distribution inventory database upon distribution of devices to campaign staff.
- Ensure submission and signing of device security, safety, and management documents by campaign personnel before collection of ICT4D tools.
- Ensure provisioning and delivery of buffer devices in case of theft, loss, or damage to ICT4D equipment assigned to campaign personnel for an activity.
Training:
To provide required training to the campaign team on the following:
- Utilize approved capacity-building approaches to equip state staff and other campaign personnel with the required knowledge and skill on technology for SMC-ITN mass implementation.
- Train state staff and other campaign personnel on how to utilize available ICT4D tools and communication platforms to improve efficiency and quality of work.
- Organize and deploy refresher training and orientations to field staff during the implementation.
- Digital attendance tracking of campaign personnel.
Schedule of Deliverables:
- The work will usually be completed over a period of 11 days for microplanning and 55 days for integrated SMC and ITN campaign where applicable per state campaign implementation schedule. However, the number of days may change in some situations.
Required Qualifications
The consultant should possess the following combination of skills and expertise and resident in one of the states supported by Global Fund
Qualifications and Eligibility:
- Minimum of First Degree / Higher National Diploma in Computer Science/Information Technology or in a related field such as sciences, social sciences, public health.
- Demonstrable skills/certification and experience in technical manipulation, configuration, and troubleshooting android devices, mobile phones and associated peripherals.
- Previous experience in deploying and managing technology for SMC or ITN campaign or any related health program implementation in a National and/or State Ministry of Health
- Experience in Data Analytics, PRINCE2, PMP, or other IT related certifications, is an added advantage.
- Excellent knowledge of computer software programs, MS Office packages (highly proficient in the use of Microsoft Excel), other statistical and data analytics tools.
- Excellent English language skills (oral and written communication skills).
- Experience in facilitation and capacity strengthening
- Experience in technical writing, oral presentation and GIS mapping and navigations
- Experience in face-to-face and remote supervisory support for mobile devices and operations on the field
- Must be resident in the campaign implementation state.
Desirable qualities:
- Knowledge of malaria and its prevention, diagnosis and treatment is required.

In addition, CRS supported the various stakeholders including NMEP and the SRs in providing support to the 13 states supported by the Global Fund, for a range of malaria treatment and prevention services at the state level.
- For the 2024-2026 (Global Fund Grant Cycle 7 (GC 7), CRS will remain a Co-PR with NMEP and provide more innovative oversight to the 3 SRs (Society for Family Health, Management Sciences for Health, and Malaria Consortium) and will work closely with all stakeholders to scale up the implementation of life saving interventions and improve access to quality malaria services in the 13 GF supported states. These critical interventions include malaria treatment and prevention services such as seasonal malaria chemoprevention (SMC) campaign, ITN campaign, Integrated ITN and SMC campaign, social and behaviour change campaign, and testing and treatment interventions. CRS will continue to collaborate effectively with NMEP, the 3 SRs and other partners to consolidate on the gains of previous grants and achieve more results through new approaches. The GC 7 ITN mass campaigns will be integrated with SMC campaigns in 10 states.

- The purpose of this consultancy is to serve as a member of the Campaign Technical Assistants Team (CTAT) as a Logistics Workstream Advisor and provide state-level technical assistance and oversight on logistics-related activities for the successful coordination of standalone insecticide treated nets (ITN) mass campaigns, including integrated SMC and ITN campaign where applicable. S/he will provide training, accompaniment, and technical support to the State Ministry of Health in the mass campaign.
The objective of the Consultancy
- The overall objective of this consultancy is to support in the implementation of ITN mass campaign including integrated SMC and ITN campaign where applicable by providing technical assistance and oversight on activities to State Malaria Elimination Programme.
Main Tasks / Deliverables
- The Logistics Work Stream Advisor (LWSA) leads the logistics workstream arm of the Campaign Technical Assistants Team (CTAT) and provide National-level technical assistance and oversight on logistics-related activities for the successful coordination of insecticide treated nets (ITN) mass campaigns including integrated SMC/ITN campaign.
- Support in planning and implementing ITN distribution campaigns.
- Provide leadership to logistic work stream and leverage resources across the state support teams.
- Provide periodic updates to SMEP/the campaign implementer and the IVM branch of NMEP.
- Facilitate and monitor the training at state level for logistics workstream.
- Provide on the job capacity building for personnel in logistics work stream.
- Support the incorporation of lessons learnt from previous ITN mass campaigns into the implementation package.
- Support the development of microplanning information, including a storage plan and macro/micro positioning plan for the LGA and a transportation plan for movement of the ITNs through the supply chain to the distribution points.
- Share reviewed transport plan with SM VC for further actions.
- Facilitate and/or monitor training for personnel at all levels of the supply chain.
- Support monitoring of the transportation and storage of ITNs throughout the supply chain from state level.
- Provide technical support for tracking of ITNs delivered, distributed and remaining, on daily basis.
- Provide technical support for collation of data from ITN distribution to ensure timely reconciliation and implementation of reverse logistics.
- Support the compilation of campaign reports.
- Review and finalize LRRT
- Provide technical oversight and guidance to the logistics activities carried out by both CRS and SRs in ITN campaign implementation

- Support management and collation of data from household mobilization and SPAQ administration (where applicable) to feed into final pre-positioning plan.
- Collate data from ITN distribution to ensure timely reconciliation and reverse logistics planning.
- Work with ICT4D team to input data from activities into the state summary.
- Support planning and implementation of end process evaluation.
- Train and oversee work of Campaign Monitoring Team (CMT).
- Participate in planning for post-campaign ITN coverage and use survey (as applicable).
Specific Deliverables:
- Develop training plans for all trainings.
- Prepare weekly activity report and share with your workstream advisor for review and further actions.
- Prepare detailed trip reports at the end of each trip to the campaign states which should include detailed follow-up steps to be submitted within 1 week of return from the state.
- Prepare and submit detailed microplanning and campaign implementation report 1 week after an activity.
- Submit detailed activity report clearly highlighting your specific tasks/role during the activity at least 7 days after completion of the activity.

Project Background
- Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 100 countries. CRS programs assist persons on the basis of need, regardless of creed, ethnicity, or nationality. As CRS works through local church and non-church partners to implement its programs, strengthening and building the capacity of partner organizations is fundamental to the work of CRS. CRS re-established presence in Nigeria in 2000 and currently focuses on health, vulnerable children, agriculture, extractives and governance, and peace building programming.
- CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). In Nigeria, CRS has been a Co-Principal Recipient (PR) for the Global Fund Malaria grant since January 2017. As a Co-PR, CRS partnered with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to coordinate and implement the 2017 long lasting insecticidal nets (LLIN) mass campaigns in 6 states. CRS also supervised and monitored an SR and supported a range of malaria treatment and prevention services at the state level.
- For the 2018-2020 (NFM 2) and 2021 – 2023 (NFM 3) Global Fund Malaria grant, CRS has remained a Co-PR with NMEP, strengthening the synergy and collaboration with NMEP to improve efficiency and impact. CRS worked closely with NMEP, Society for Family Health (SFH), Malaria Consortium, Management Sciences for Health (MSH), various state governments and other stakeholders to coordinate and implement Insecticidal Treated Net (ITN) mass campaigns in 13 states. CRS provided oversight and ICT4D leadership for the ITN campaigns. In addition, CRS supported the various stakeholders including NMEP and the SR’s in providing support to the 13 states supported by the Global Fund, for a range of malaria treatment and prevention services at the state level.
- For the 2024-2026 (GC 7) Global Fund Malaria grant, CRS will remain a Co-PR with NMEP and provide more innovative oversight to the 3 SRs (Society for Family Health, Management Sciences for Health, and Malaria Consortium) and will work closely with all stakeholders to scale up the implementation of life saving interventions and improve access to quality malaria services in the 13 GF supported states. These critical interventions include malaria treatment and prevention services such as Seasonal Malaria Chemoprevention, ITN campaigns, Integrated ITN and SMC campaigns, Social and Behaviour Change campaign, and testing and treatment interventions. CRS will continue to collaborate effectively with NMEP, the 3 SRs and other partners to consolidate on the gains of previous grants and achieve more results through new approaches. The GC 7 ITN mass campaigns will be integrated with SMC campaigns in 10 states.
Summary and Purpose of the Consultancy
- The Campaign Technical Assistants Team (CTAT) structure was established to support states with the planning and implementation of the ITN distribution activities.
- The CTAT play a critical function for the initial mass distribution campaigns, a role focused on planning, facilitation, capacity-building, monitoring, data management and reporting during the campaigns.
- The CTAT will support a broadened state structure for the mass campaigns.
- Each CTAT is composed of three (3) workstreams; technical, logistics and demand creation.
- The purpose of this consultancy is to serve as a member of the Campaign Technical Assistants Team (CTAT) and provide state-level technical assistance and oversight on demand creation -related activities for the successful coordination of standalone insecticide treated nets (ITN) mass campaigns, including integrated SMC and ITN campaign where applicable.
- S/he will provide training, accompaniment, and technical support to the State Ministry of Health in the mass campaign.
Objective of the Consultancy
- The overall objective of this consultancy is to support in the implementation of ITN mass campaign including integrated SMC and ITN campaign where applicable by providing technical assistance and oversight on activities to State Malaria Elimination Programmes.
Main Tasks / Deliverables
- Support the adaptation and pre-testing of demand creation materials to align to state context.
- Support planning and budgeting for post-campaign activities focused on ITN hanging and use based on existing data and mapping of resources for behaviour change communication (BCC) in the state.
- Support state with development of advocacy and media kits and engagement of media
- Support identification of influencers and stakeholders for involvement in demand creation activities (e.g. malaria net ambassador).
- Promote advocacy and engagement at all levels (community, ward, LGA, state).
- Monitor airing of pre, during and post campaign radio jingles.
- Participate in state and LGA flag off ceremonies.
- Participate in media chats with journalists.
Specific Deliverables:
- Prepare adapted demand creation materials within 1 week from the end of microplanning activity.
- Prepare weekly activity report and share with your workstream advisor for review and further actions.
- Submit demand creation microplanning templates within 1 week of return from the state.
- Prepare and submit detailed microplanning and campaign implementation report 1 week after an activity.
- Submit detailed activity report clearly highlighting your specific tasks/role during the activity at least 7 days after completion of the activity.
Schedule of Deliverables:
- The work will usually be completed over a period of 11 days for microplanning and 55 days for ITN campaign implementation including integrated SMC and ITN campaign where applicable per state campaign implementation schedule.
- However, the number of days may change in some situations.
Required Qualifications
The consultant should possess the following combination of skills and expertise:
Qualifications and Eligibility:
- Minimum of first Degree in a relevant field such as Sciences, Social Sciences, Public health, or related field
- At least 3 years ITN and SMC campaign experience or other health programs
- Previous experience working in a National and/or State Ministry of Health preferred.
- Excellent English language skills (oral and written communication skills).
- Proficiency in MS Office, including Word, Excel, and PowerPoint.
- Experience in behaviour change communication (demand creation activities)
- Experience in technical writing and oral presentation.
Desirable qualities:
- Knowledge of malaria and its prevention, diagnosis and treatment is required.
- Ability to interface with multiple stakeholders, representatives, and partners in a professional manner.
- Ability to work both in a team and independently.

- Monitor the transport and storage of ITNs throughout the supply chain (state warehouse to LGA warehouse, and LGA warehouse to distribution point storage.)
- Verify storage points, and ITNs in store, relative to both needs for campaign and waybill from delivery.
- Participate in the in-process monitoring during household mobilization/SPAQ administration and ITN distribution, and support state implementation teams to analyse data for presentation at daily review meetings.
- Track nets delivered, distributed, and remaining daily.
- Collate data from ITN distribution to ensure timely reconciliation and implementation of reverse logistics.
- Develop the final Logistics Reconciliation and Reporting Template (LRRT) for the campaign.
Specific Deliverables
- Prepare, update, and share Logistics Plan of Action with other CTAT members and relevant units within CRS/SRs on a weekly basis.
- Provide weekly update to the technical workstream consultant to collate as weekly update from the campaign state.
- Prepare logistics report during the ITN campaign and submit to the team lead at the end of the exercise in a state.
- Prepare and submit detailed logistics specific microplanning and ITN campaign report to technical workstream consultant for consolidation and onward submission.
